'Sweet game'
The legal representative, presenting evidence, outlined Ruben's offending to the judicial body.
She said his victims were children from difficult backgrounds who were attending a youth camp which he ran.
The defendant engaged in a "treat game" with the minors, Mrs Prior stated, in which he would access the boys' rooms when they were getting ready for bed and request they to consume candy "as fast as possible".
She stated to the judge Ruben had engaged in this activity with the young males "repeatedly", and youngsters had earlier experienced illness the subsequent day.
She said the defendant had been capable of justifying this for many years as the youngsters being "overstimulated by activities", until his stepson had concerns in summer 2025.
The prosecutor added: "This year his family member had suspicions about what was going on, justifiably.
"They decided to have a look in the individual's items."
The legal counsel stated items including baby oil, Vaseline and injection devices were located, and his family member alerted the authorities about his worries.
She stated the defendant proceeded to conduct the "sweet game" with six boys that night - that Saturday - and they were everyone unwell the subsequent day.
"Authorities" had not gone out by that point," she continued.
The oversight body, the police conduct office, earlier informed that it was investigating the police response of the events.
Mrs Prior explained the children were having difficulty walking due to being ill, so the stepson called the law enforcement again.
She stated the man then conducted the "candy game" in a room of five children.
